On June 14 the Ukrainian Security Service (SBU) said its Alpha special operations centre, acting on President Zelensky's orders, used drones to strike a state reserve fuel depot in Rybinsk, Yaroslavl region — more than 700 km from Ukraine's border. The SBU said the depot is part of Russia's national material reserve system, stores fuels and lubricants, and supplies northeast Russia and military strategic fuel reserves. The strike ignited large fires; among more than 60 tank areas the SBU reported at least three major blaze points. The SBU said fuel supply, refining and fuel-logistics infrastructure inside Russia are lawful targets because they provide resources to the Russian military. Moscow did not immediately respond.
